Position Overview

Dog Warden & Humane Agent

The Dog Warden & Humane Agent is a law enforcement position responsible for overseeing Animal Control operations under contract with the Hancock County Commissioners. This role also manages Animal Control staff and office operations. With a strong focus on animal welfare and public safety, this position is essential in protecting animals and serving the community.

Essential Job Functions

Animal Care & Shelter Operations

Oversee the intake and reclaiming process for surrendered animals (strays, abandoned, or owner surrenders).
Accept animals when space allows; when at capacity, provide compassionate alternatives such as waitlisting or referrals.
Assist in the collective decision-making process for euthanasia cases, ensuring compliance with policy and humane protocols. Perform euthanasia as necessary.

Enforcement & Investigation

Respond to complaints regarding dogs running at large, dog bites, injured domestic animals within Hancock County and deceased animal pickups within Findlay city limits.
Investigate cases of animal cruelty across Hancock County, including livestock.
Prepare reports and gather evidence for prosecution of alleged violations of Ohio Revised Code Title 9.
Issue citations for violations, including unlicensed dogs, dogs running at large, and rabies vaccination infractions.

Dog Licensing

Conduct compliance checks and manage the sale of dog licenses, including applying late fees as needed.

Documentation & Reporting

Accurately document all actions and findings, ensuring timely entry into the computer system.
Prepare detailed enforcement reports for internal and external use.

Employee Oversight

Collaborate with the Executive Director and Operations Manager to train and manage the Assistant Dog Warden and Animal Control staff.
Assume oversight and training responsibilities for new employees after a period determined by the Executive Director.
Write evaluations and provide recommendations for pay raises and performance improvements.

Non-Essential Job Functions

Assist with facility cleanliness in drop-off and clinic areas as needed.
Help procure donations of food, supplies, and other necessary items for the Humane Society.
Perform minor repairs and maintenance on kennels and equipment.
Support public relations efforts and assist in resolving public concerns.

Requirements

Core Competencies

Passion for Animal Welfare: Must demonstrate deep compassion for both animals and people, with a strong ability to connect with and support the community. This role requires being a people person dedicated to making a positive impact.
24/7 On-Call Availability: Provide emergency on-call support for law enforcement and emergency response agencies throughout Hancock County, shared with other Animal Control Officers.
Law Enforcement Authority: Appointed by the county and sworn in to enforce state laws related to animal welfare.
Communication & Decision-Making: Must be able to analyze situations, process information quickly, and take appropriate action in stressful encounters.

Certifications & Licensing

Must be a certified Humane Officer or be willing to obtain certification after hire (costs covered by the Humane Society).
Euthanasia and taser certifications are required but can be obtained post-hire.
Valid Ohio driver’s license with agency-insurable driving record.

Physical & Work Environment Requirements

Must be at least 21 years old.
Ability to stand for extended periods, stoop, kneel, bend, reach, and lift at least 50 lbs.
Must be able to work in various conditions, including inclement weather and unsanitary environments.
Comfortable handling dogs and cats, including potentially aggressive animals, using proper safety equipment.
Must maintain a professional appearance and demeanor at all times.
Must be proficient in reading, writing, and speaking English with strong verbal and written communication skills.
Ability to work independently and collaboratively with coworkers, law enforcement agencies, and the public.
Must be able to learn, understand, and properly enforce animal control and cruelty statutes.
