A room in a quiet part of the house, or somewhere busier where they will be able to clearly hear people/household activities?

This room will need to be safe/suitable for the cat/kittens using it, and able to be cleaned easily, for example a spare bedroom.

This is so that we always have fosters available when a cat is not coping with being in the shelter and urgently needs a foster home, and situations where we want to test a cats sociability in a 'hands off' home with no pressure to interact if they don't wish to, to determine the best type of home for the cat.
Cats come into rescue for lots of reasons. Some need extra TLC and time before they are ready to be adopted. For kittens this could mean they are with you 10-12 weeks, seniors 8-10 weeks, poorly cats may need to be with you until they are recovered.
